Discipline

League discipline is handled through two avenues: Discipline by Review and Discipline by Hearing. Discpline cards and reports are reviewed weekly by a case manager and then sent to the HDSL League Committee to confirm charges, suspensions, fees, or fines. Suspensions will be sent on Tuesday of each week. If a club chooses to suspend a player internally for their actions, that suspension does not count towards the District issued suspension. 

Clubs that have players or teams involved in Discpline by Review will receive notice via email of the outcome and any fines associated (for information, please see HDSL Fees & Fines document under Payment & Fees). Suspensions will be input on E2E. As per Ontario Soccer rules, discpline by review decisions cannot be appealed. 

For discipline that requires a hearing, clubs will receive a minimum of 7 days notice of the next scheduled hearing date and which parties are required to attend. Hearings consist of a three person panel (one chair and two panel members), each of whom has underwent a discipline and appeals certification course managed by Ontario Soccer. All HDSL hearings are held via Zoom and done a first come first serve basis should there be multiple cases within a given week.
